
1. Purpose and Scope of the Regulation
The Tourism Rental Housing Regulation, which entered into force in 2024, is a legal framework governing the short-term rental of residential properties. Its primary purpose is to ensure that residential properties rented for tourism purposes are inspected and provide safe, standard-compliant services.
The Regulation was prepared based on Article 6 of Law No. 7464 dated October 25, 2023.
2. Requirement for a Permit
As of January 1, 2024, all individuals and legal entities wishing to rent residential properties for tourism purposes are required to obtain a Tourism Rental Permit.
Administrative fines starting from 100,000 TL per residential property are imposed for rentals made without a permit.
3. Application Process (Step by Step)
Where to Apply?
Applications are submitted only through e-Government.
Applications submitted by email, mail, or in person are not valid.
Documents Required Before Application:
For Natural Persons:
Turkish ID card or national identity card
Copy of title deed
If joint ownership exists, a declaration of approval from all shareholders
For Foreign Nationals:
Passport and residence permit
For Legal Entities:
Tax identification number
Trade registry number or MERSIS number
Signature circular of the authorized person
Special Circumstance Documents:
Power of attorney (if the application is made by proxy)
If it is a high-end residence, a document proving this status
4. Documents by Housing Type
Detached houses
Apartments (buildings with multiple independent units)
High-end houses (buildings that provide services such as reception, security, and a pool)
The required documents vary for each housing type.
5. Information Required on the Permit
Name/trade name of the permit holder
Document number (starts with the provincial license plate code)
Residence address
Maximum number of occupants
Imprinted plaque (mandatory)
6. Plaque Use
A plaque prepared by the Ministry must be hung at the entrance of all permitted residences.
The plaque must include:
"Residential Housing for Tourism Purposes"
Permit date
The residence’s address and certificate number.
7. Minimum Specifications of Rentable Housing
Must include at least one living area, kitchen, toilet/bathroom, and bed.
All appliances and furniture must be clean, well-maintained, and in working order.
Fire extinguisher, smoke detector, emergency plan.
Hot/cold water, ventilation, and basic comfort requirements.
8. Responsibilities of Permit Holders
Maintaining the property to the specified specifications.
Ensuring cleaning and maintenance procedures during tenant changes.
Compliance with the Identity Notification Law.
Placement of a plaque visibly on the property.
Not renting the property by the room.
9. Inspections and Sanctions
The governor’s office conducts inspections every two years.
Fines are imposed on properties that do not meet the minimum specifications.
The Ministry may intervene for inappropriate advertising.
High-quality housing is also inspected by the Ministry.
10. Archive and Document Storage
All application documents and inspection reports are digitally archived.
The Ministry may request documents and information when necessary. The appropriateness of residential property promotions is also subject to review.
11. Promotion and Marketing Standards
The promotion must include:
Permit number and legibility
Location of the property, occupancy capacity
Room features, furnishing materials
Services offered (cleaning, internet, pet availability)
Apartment and complex rules
Promotion can be done in digital or print media.
12. High-Quality Housing: Transition Process
Prior to January 1, 2024, residences offering certain services may automatically be considered high-quality housing. These include:
Reception
Security
Cleaning
Gymnasium
Swimming pool
Dry cleaning, etc.
13. Implementation of the Regulation and Authorized Bodies
The Regulation is implemented by the Ministry of Culture and Tourism.
The Ministry has final authority over implementation and regulations.
The Ministry may remove promotions, request information, or impose sanctions when deemed necessary.
